春江水暖鸭先知。近日，上海迎来2022年首次外资项目集中签约。参加签约的代表有宣布新设项目的，有表示对项目进行增资的，看好中国、“加仓”上海，与这座城市的“四大功能”“五型经济”同频共振，成为新老朋友的一致选择。新的一年，上海正以RCEP协议生效为契机，加快落实新版外资准入负面清单，深化服务业扩大开放，持续营造市场化、法治化、国际化的营商环境，为外资企业投资上海、植根上海创造更好条件。本期“眼界VISTA”我们聚焦：上海外资发展。
2月11日，今年首批外资项目集中签约仪式成功举行。签约53个外资项目，投资总额54.4亿美元。
On Feb 11th,?the Signing Ceremony for Projects with Foreign Investment successfully concluded, registering 53 foreign-invested projects with a total investment of USD 5.44 billion.
其中涉及生物医药、集成电路、人工智能产业，电子信息、生命健康、汽车、高端装备、先进材料、时尚消费品等“3+6”重点产业项目共37个，总投资35.2亿美元；分布在重点功能区和“五个新城”的项目有19个，总投资17亿美元；有21个项目超过1亿美元。这充分表明，上海依然是跨国公司产业链、供应链、创新链全球布局的首选地之一。
37 projects valuing USD 3.52 billion relates to“3+6”key sectors, including bio-medicine, integrated circuit, artificial intelligence, electronic information, life science, automobile, high-end equipment, advanced materials and fashion consumer goods. 19 projects with investment volume of USD 1.7 billion are deployed in key function zones and “Five New Towns”; and 21 projects carry the value that exceeds USD 100 million. It is a strong manifestation of Shanghai as one of the top destinations for multinational companies’ global industrial chain, supply chain and innovation footprint.
全年实际使用外资再创历史新高，达到225.51亿美元、增长11.5%；新增跨国公司地区总部60家、外资研发中心25家，累计分别达到831家和506家，上海仍然是外商投资的热土，持续保持吸引外商投资的强势动力。
Zong Ming, the Vice Mayor of Shanghai Municipal People’s Government, cited last-year statistics in her speech that the foreign capital in actual use?hit a record high, reaching USD 22.551 billion?and growing by 11.5%. An additional 60?MNC regional headquarters and?25?foreign-invested R&D centers were established, making the total number 831 and 506, respectively. Shanghai remains a favored place and keeps robust momentum for foreign investment attraction.

The first company with foreign investment: Schindler established presence in Shanghai in?July 1980, marking the very first sino-foreign joint venture company in the city.

The first bonded zone: Shanghai Waigaoqiao Bonded Zone was incepted in 1990.

The first free trade zone:?the China (Shanghai) Pilot?Free Trade Zone?was set up in 2013 and issued the first negative list.

Shanghai also choreographed the idea to attract?headquarters of multinational companies?back in 1990s and rolled out the first policy package to push forward the initiative in 2002.
Why Important
外商投资企业已经成为促进经济增长的重要引擎，创造了全市超过1/4的GDP、1/3的税收，2/3左右货物进出口和规模以上工业总产值以及1/5的就业岗位。
Nowadays, foreign investment has become an integral part of Shanghai’s economy, contributing over 1/4 of the city’s GDP, 1/3 of tax revenue, around?2/3 of import and export as well as industrial output above designated scale and 1/5 of job opportunities.
上海十分重视保护外商的合法权益，为外资企业在沪发展提供法制保障。上海将全面落实《上海市外商投资条例》，强调更高水平开放、投资促进、投资保护和投资管理与服务，积极协调在沪外资企业在发展中遇到的问题。
To better protect the legitimate rights of foreign investors and provide legal safeguards, Shanghai issued Foreign Investment Regulation, effective as of Nov.1, 2020. The legislation hinges on 4 pillars: further opening-up, investment promotion, investment protection, investment administration and services.?Higher attention is given to rights protection.
同时，为持续优化营商环境，上海制定了《上海市加强改革系统集成持续深化国际一流营商环境建设行动方案》，也是上海优化营商环境4.0版本, 持续助力企业在沪发展。
Business environment is of paramount importance, Shanghai updated its action plan to version 4.0 in a bid to improve its business climate and benefit the corporate world.

The RCEP (Regional Comprehensive Economic Partnership), effective on Jan. 1st , provides a brilliant opportunity for Shanghai to move forward with the execution of new negative list, the further opening-up of service sector and the cultivation of the market-based, international business environment that is based on the rule of law. The precise and responsive policy system will create better conditions for foreign investors to expand footprint in the city.
